È di questi giorni il conferimento a medici di I livello di incarichi ad Interim di Coordinamento di Unità Operativa Complessa dell’Area Medica.
L’Amministrazione ha, quindi, introdotto una nuova modalità per affidare incarichi temporanei di coordinamento UOC nelle more dell’avvio e dell’espletamento della procedura concorsuale per medici di II livello.
Tuttavia, tale tipologia di incarico ad Interim non risulta previsto, per l’Area Medica, da nessuna norma né dal CCNL.
L’Istituto, ancora una volta, finge di non conoscere quale sia l’attuale stato giuridico dei suoi medici dipendenti.

Ieri mattina si è tenuto un incontro sui “Criteri per il conferimento degli incarichi di Coordinamento dei professionisti”.
L’Amministrazione, dopo aver ricevuto le osservazioni di tutte le sigle sindacali, ha fornito chiarimenti sulla bozza di documento presentata il 28 luglio u.s.
Innanzitutto, dobbiamo rilevare con soddisfazione che molte delle nostre osservazioni e proposte sono state recepite.

Cari colleghi,
in queste ultime settimane la nostra Associazione ha partecipato a diversi incontri, all’interno e all’esterno dell’Istituto, per affrontare tematiche di rilevante interesse per l’Area Medico-Legale.
Si è aperto il tavolo per la definizione dell’ACN per i colleghi convenzionati e, riguardo alla bozza presentata dall’Amministrazione, abbiamo evidenziato tutti gli aspetti che, a nostro avviso, vanno migliorati. In particolare, abbiamo chiesto che venga valorizzato tutto il servizio prestato in INPS proponendo una ridefinizione dei parametri di valutazione, così da dare la giusta valorizzazione ai colleghi che da molti anni lavorano presso i nostri CML. Tale aspetto per noi risulta imprescindibile e siamo certi che anche le altre OO.SS. non potranno che essere d’accordo.

Ieri si è svolto il primo incontro dell’Amministrazione con le Organizzazioni Sindacali sull’Ipotesi di Accordo Collettivo Nazionale per la Medicina Convenzionata INPS.
L’incontro di apertura ha visto un’ampia partecipazione di sigle sindacali ma la Dott.ssa Sampietro, Direttore centrale delle Risorse Umane e capo delegazione INPS, ha precisato che per i prossimi incontri saranno convocate solo le OO.SS. rappresentative ai sensi dell’Atto di Indirizzo, pubblicato sulla Gazzetta Ufficiale del 7 giugno scorso.
Come già indicato, l’Anmi-Femepa è una delle poche sigle che saranno ammesse al tavolo delle trattative ai sensi della normativa di riferimento.

Nei giorni scorsi è stata presentata alle Organizzazioni Sindacali l’Ipotesi di CCNI 2020 per il personale dell’Area Medica.
Il testo ricalca, nella sostanza, il precedente CCNI 2019 con un aumento di circa 2 milioni di euro del Fondo per la retribuzione accessoria, correlato per motivi tecnici al CCNL 2016-2018 che abbiamo sottoscritto in ARAN nel marzo 2020.

Comunicato n. 11/2021 Visite Fiscali – ACN Medici Fiscali e Medici Esterni
L’Anmi-Femepa esprime la propria solidarietà al collega dott. Nelson Yontu per l’episodio di violenza e intolleranza che lo ha coinvolto nell’esercizio delle sue funzioni di medico fiscale INPS.
Questo episodio evidenzia come sia ormai inderogabile dare seguito all’Accordo Collettivo Nazionale per la medicina fiscale INPS, sottoscritto con le Organizzazioni Sindacali fin dal 30 luglio 2020 e ancora in attesa di entrare in vigore, nel quale sono previste quelle giuste tutele legali che sono tuttora mancanti per questi colleghi che svolgono una funzione fondamentale negli accertamenti medico-legali correlati all’indennità di malattia dei lavoratori pubblici e privati.
Sollecitiamo, quindi, l’Amministrazione a definire con estrema urgenza l’ACN per la Medicina Fiscale e ad aprire il tavolo per la stipula dell’ACN per i medici convenzionati esterni così da assicurare a tutti i medici le dovute e necessarie tutele.

Nei giorni scorsi, abbiamo incontrato il Coordinatore Generale Medico Legale per approfondire i vari aspetti della ipotizzata partecipazione alla Campagna Vaccinale anti-Covid in ambito INPS.
In considerazione dell’emergenza sanitaria da Sars-Cov2 e della chiamata in campo di ogni medico o altro personale sanitario sul territorio nazionale, abbiamo ribadito la disponibilità a partecipare alle attività connesse alla vaccinazione, che nei prossimi mesi interesserà non più solo le categorie a rischio ma tutta la popolazione.
Abbiamo valutato gli aspetti critici legati alla logistica e all’organizzazione della campagna vaccinale e abbiamo proposto al Coordinatore Generale Dr. Migliorini di rendere disponibili, per quanto ci riguarda, le nostre risorse professionali.

Nei giorni scorsi abbiamo partecipato ai Tavoli Tecnici relativi all’aggiornamento dei criteri generali di misurazione della Performance Organizzativa per l’anno 2021 sia per i Medici e i Professionisti che per i Dirigenti dell’Istituto.
Rispetto all’incontro preliminare del gennaio scorso, l’Amministrazione ha fornito dati di produzione in riferimento agli anni passati dai quali risulta come l’obiettivo del miglioramento continuo, rispetto all’anno precedente, non sia più funzionale e adeguato nella misurazione della Performance.

Nei giorni scorsi abbiamo avuto modo di discutere in varie sedi e in diverse occasioni quale dovesse essere il ruolo dell’Istituto nell’ambito della campagna vaccinale in corso.
In questo momento di emergenza in cui il Paese si appresta a organizzare la più ampia e capillare campagna vaccinale degli ultimi decenni, riteniamo che il personale medico dell’Istituto debba essere pronto a dare il proprio contributo.
Per questo abbiamo sollecitato il Coordinamento Generale Medico-Legale a operare in tal senso e, in quest’ottica, condividiamo la disponibilità al coinvolgimento dei propri medici che l’Istituto ha appena comunicato.
